The 9.9-acre park, funded through city and grant support, was intentionally kept natural with prairie restoration and wooded paths after public input favored a low-impact, nature-focused design.

The settlement requires better staff training, internal and independent pricing audits, and tougher penalties for any repeat violations over the next three years.
