Concord Teen Indicted On Multiple Rape, Threat, And Other Charges: Merrimack County Indictments
Concord man accused of kicking and pushing cops; Louisiana man indicted on stolen boat charge; Franklin man indicted on gun threat charge.

CONCORD, NH — A Merrimack County grand jury recently indicted the individuals listed below.
Lucien Eastman, 19, of South State Street in Concord, on criminal restraint, three counts of second-degree assault, four counts of criminal threatening, and six counts of aggravated felonious sexual assault, all felonies. He was accused of repeatedly raping a girl in April 2025 in Concord. Between April 1 and April 17, 2025, he was accused of tying her up with rope, strangling her, pointing a gun at her, and placing the gun in her mouth, according to the indictments.
Michael Fralic, 54, of Woodrow Avenue in Franklin, on a felony count of possession of a controlled drug with intent to dispense-subsequent offense-methamphetamine on Dec. 10, 2025, in Hooksett. Previously, according to the indictment, he was convicted on a charge in Franklin District Court in July 2021.

Anita M. Frost, 64, of Suncook Valley Highway in Epsom, on reckless conduct and criminal threatening charges, both felonies. She was accused of accelerating a vehicle she was driving, causing rocks and sand to be kicked up toward a woman while stopping 12 feet from her in Pittsfield on June 28.
Shaun Gallagher, 39, of Langdon Avenue in Concord, on four simple assault charges. He was accused of pushing a Concord police officer, kicking and pushing a second Concord police officer, and kicking a Concord police sergeant at the Railyard Apartments in Concord on July 3.

Ashley Gauthier, 40, of Anderson Avenue in Franklin on domestic violence and attempted domestic violence charges, both felonies. She was accused of throwing a knife at an intimate partner and just missing his head and threatening to throw the knife on June 20 in Franklin.

Kenneth Gilliard, 34, of Webster Lake Road in Franklin on domestic violence and reckless conduct-domestic violence charges, both felonies. He was accused of holding a child in his arms as well as a loaded firearm, pointing the gun at another person, and fleeing from a home in Franklin, running through a wooded fence, on Aug. 8, according to the indictments.
Joseph R. Hall, 38, of Fair View Drive in Pittsfield, on a felony count of theft by unauthorized taking. He was accused of stealing items from Walmart in Concord on Nov. 21, 2025. Previously, according to the indictment, he was convicted of theft twice before.
Kevin Harrington, 59, of Borough Road in Pembroke, on two felony counts of penalty: registration of criminal offenders. He failed to tell Pembroke police about his new cellphone number between April 23 and May 7, according to an indictment. Harrington was also accused of failing to tell Pembroke police of a change of address or temporary address after leaving New Hampshire to travel to Massachusetts between May 18 and May 26.
Keisha Hobbs, 34, of Goose Pond Road in Canaan, on a felony count of operating as a habitual offender. She was accused of driving on Interstate 89 in Concord on June 12, 2025, after being deemed a habitual offender by the NH DMV.
Brandon S. Hoover, 46, of country Lane in Maurpas, Louisiana, on a felony receiving stolen property charge. He was accused of retaining or disposing of a stolen boat in Concord on July 4 that was owned by Casco Bay Yacht Sales.
Casey J. Hynes, 35, of Loudon Road in Concord, on a felony count of motor vehicles; penalties. He was accused of driving a motor vehicle in the parking lot of Home Depot in Concord on July 12 after being deemed a habitual offender by the NH DMV.
