Loudon Sex Offender Arrested In Concord On Registration Charges: Police Log

CONCORD, NH — Justin Lewis Billings, born in 1983, of Concord, was arrested at 6:13 p.m. on Aug. 26 on simple assault and domestic violence-simple assault charges after an incident or investigation on Silk Farm Road.

Joseph A. Collins, born in 1975, of Loudon, was arrested at 5:40 a.m. on Aug. 25 on sex offender registration; negligent failure to comply and sex offender registration; provide false information charges. According to the state of New Hampshire, he is a sex offender due to an aggravated felonious sexual assault-victim under 16 conviction in March 2009.

William Joseph Rosa, born in 1970, of Allenstown, received a summons at 11:40 a.m. on Aug. 24 on camping restricted and generic city ordinance violations after an incident or investigation. Also cited were Crystal Ann Anderson, born in 1983, of Allenstown, on camping restricted and generic city ordinance violations, and Amanda S. Fort, born in 1980, of Laconia, on camping restricted and generic city ordinance violations. They were all given summonses after an incident or investigation on city property at 244 Sheep Davis Road.

Carlos Zamban, born in 1963, of Concord, received a summons at 3:51 a.m. on Aug. 22 on camping restricted and camping prohibited on city-owned land violations after an incident or investigation. He was charged after an incident or investigation in Bicentennial Square.

Taylor M. Bachelder, born in 1992, of Concord, was arrested at 3:05 p.m. on Aug. 21 on endangering the welfare of a child, meth-related crime-near child, and possession of a controlled drug charges. She was arrested after an incident or investigation on Palm Street. Roger Harold Potter, born in 1975, of Concord, was arrested at 8:12 a.m. on Aug. 18 on a theft by unauthorized taking-less than $1,000 charge after an incident or investigation on North State Street in the Fosterville neighborhood.

Matthew James Hull, born in 1988, of Manchester, was arrested at 2:30 p.m. on Aug. 16 on a warrant after an incident or investigation at the Hannaford supermarket at 73 Fort Eddy Road.

Aimee Nyasamaza, born in 1990, of Concord, received a summons at 2:19 p.m. on Aug. 13 on an operating without a valid license charge after an incident or investigation on East Side Drive.

Joshua Michael Fishburn, born in 1994, of Concord, was arrested at 12:38 p.m. on Aug. 13 on a receiving stolen property-less than $1,000 charge after an incident or investigation on South Main Street.
