According to police, the victim’s mom received both the oral sex video and, soon after, received three separate videos of a man exposing himself to the camera.

The victim’s boss also received the oral sex video as well as multiple videos of a man exposing himself to the camera, authorities said.

A blanket featured in all of the unsolicited exposure videos matched a blanket later found in Cortez’s home, indicating to police that he was the man exposing himself, officials say.

After several rounds of interviews with victims, police searched Cortez’s home and vehicle, where they found the incriminating blanket, as well as three different iPhones containing evidence, the affidavit reads.

Several Stalking Incidents

On April 16, another woman contacted Dover police to report that she was being watched while out jogging.

The woman said someone, later identified as Cortez, had been parked in a Honda Accord along her jogging route in Dover, police records show. The victim told police that Cortez had been sitting in the passenger seat of the car, “surveilling” her, while his hand was beneath his waistband, towards his privates, authorities said.

CCTV footage shows the Honda Accord had been following the woman on her jogging route, at one point stopping to allow her to cross the road, the affidavit reads.

The woman said she “feared for her safety,” and recognized Cortez as someone who had sent unsolicited nude images to her in the past.

In a separate incident in 2025, a former classmate of Cortez called the police to report that he had been stalking her outside of her house.

In May 2025, the former classmate spotted Cortez standing outside of her home on a grass median, watching her through her window, officials say.

For several weeks, the victim as well as her family reported seeing Cortez in his Honda Civic parked outside the home, according to the affidavit.

Police records show that at one point, Cortez was seen peering into the victim’s window from the backyard.

Following a lengthy investigation into all of these incidents, Cortez was charged with two counts of invasion of privacy, four counts of cyber harassment, three counts of stalking, four counts of obscenity, one count of peering, and one count of criminal trespass.
