Leaders are still investigating how the shortfall happened and are considering options like a payment plan, while hoping the IRS may waive some penalties that could further strain local services.

• Prison happy place for Clayton dogs (easternnewmexiconews.com) — A Tucumcari-based dog trainer and a Quay County rescue are sending local shelter dogs to the state prison near Clayton, where inmates give them weeks of focused training before adoption. Some of these “prison-trained” dogs are then brought back to Tucumcari for meet-and-greets and new homes, giving residents access to well-mannered pets while also helping inmates build skills and purpose.
