The retailer has already bought the former Tops supermarket site and hopes to start renovations as early as next month, giving residents a chance to weigh in before final approvals.

He also had active warrants from the City of Elmira and Elmira Heights, and is now in Chemung County Jail on felony weapons and traffic charges.
