Staffer At Center For Developmentally Disabled Accused Of Abusing Victim In His Care: NYSP

The staff member at New Horizons Resources was charged with endangering the welfare of an incompetent or physically disabled person.

PLEASANT VALLEY, NY — A Poughkeepsie man trusted to care for clients with developmental disabilities, has been accused of putting one of those in his care in danger, according to police.

On Thursday, New York State Police in Poughkeepsie responded to New Horizons Resources in the Town of Pleasant Valley following a report involving a staff member and a person receiving day program services at the facility.

Investigators say the staff member, identified as Torano Elting, 51, of Poughkeepsie, struck the client with a writing utensil, causing a small laceration while the victim was in his care.

On Friday, Elting was arrested and charged with endangering the welfare of an incompetent or physically disabled person in the second degree, a class A misdemeanor.

Elting was issued an appearance ticket returnable to the Town of Pleasant Valley Court on Oct. 27.
