• Keizer City Council finds Mayor Cathy Clark broke city rules (statesmanjournal.com) — Keizer’s city council has formally concluded that Mayor Cathy Clark violated council rules in her interactions with a fellow councilor and city staff, and will consider a memorandum of concern later this month. The decision follows an outside investigation, tense closed-door sessions, and visible divisions among council members, even as several of them, including Clark and Dan Kohler, head into a November reelection race.
   

• For years, Salem's camping notices have directed homeless people to dead ends (salemreporter.com) — People camping in Salem, including some who might seek help at Keizer’s Simonka Place shelter, have been getting city notices that list badly outdated shelter information and disconnected phone numbers. Salem’s interim police chief now acknowledges the problem and says the department is rushing to redesign the flyers so homeless residents can access accurate, centralized resources instead of dead ends.
