Westerly Sex Offender Charged With Possessing Child Sexual Abuse Material: Feds

The Westerly man was charged in federal court in Boston.

BOSTON, MA — A Westerly man was charged with possessing child sexual abuse material, according to the U.S. Attorney's Office.

Frank DeCaro, 47, was arrested Wednesday morning and was to appear in federal court in Boston at 1 p.m., the U.S. Attorney's Office said in a media release.

"According to the charging documents, DeCaro is a registered sex offender following a 2014 conviction for possession of CSAM in Rhode Island state court, for which he received a probationary sentence," the release said.

"In November 2025, DeCaro was stopped at Boston Logan Airport attempting to enter the country from an international trip to Italy," according to the release. "During a subsequent search, multiple images and videos depicting CSAM were allegedly discovered on DeCaro’s phone."

Due to his previous conviction, DeCaro faces up to 20 years in prison, at least five years of supervised release and a fine of up to $250,000, the release said.
