Should Respect be taught to children/ young adults by the parents or or teachers in school( or both)?

I am looking for some imput on the values of respect among children/ young adults. It seems that respect has fallen to an all time low. Respect for cultural, religion, military/veteran, senior citizens, those with disabilities, street neighbors, respect for going onto others properties /vandalism and ethnic slur calling. Do you think respect should be taught in the classroom, by parents or both. What happens when a child is disrespectful at school? Are teachers allowed to follow up with parents especially with parent/ teacher confrences? What do the local schools do? As summer is here, parents will be with the children alot more to instill values of respect and to remind them of "boundries". What do you think would be the best solutions to instill respect among children and young adults?
