This NoVA Family Business Is Expanding In PWC With A New $18M Headquarters

A Manassas-based engineering and advisory firm will build a new headquarters in Prince William County, with the help of a $400k state grant.

PRINCE WILLIAM COUNTY, VA – A Manassas-based family business will establish a new corporate headquarters in Prince William County's Innovation Park, investing more than $18 million and ultimately creating 80 jobs, Virginia Governor Abigail Spanberger announced Monday.

The new headquarters of Hepburn and Sons LLC, a maritime engineering and consulting firm serving the defense sector and other clients, will be built on 1.25 acres of land along Discovery Boulevard. The county approved the land sale in June, according to a press release from the governor's office.

The building is expected to open by summer 2028. The governor’s office says it will serve as an innovation hub for future defense technology development.

Spanberger called the planned headquarters “a strong vote of confidence in Virginia’s workforce, defense innovation ecosystem and business climate,” in the release.

Hepburn and Sons was founded in 2010 and works with commercial clients, government agencies and the U.S. military.

In the release, Hepburn and Sons President and CEO said, “We are incredibly proud to reach this point of growth so we can now deepen our commitment to enhancing the quality of life in Virginia. Our new building is more than just an expansion of our physical footprint; it’s a testament to our dedicated team and the support of both our local community and state leadership.”

Military spending is a pillar of Virginia’s economy. In 2023, Congressman Rob Whittman said defense spending and related industries accounted for 19 percent of the state’s economy. The research website Military Spending currently has Virginia ranked second by 12-month contract value.

The governor's office notes that the Virginia Economic Development Partnership worked with Prince William County to secure the project for Virginia and will support it through the state-funded Virginia Jobs Investment Program (VJIP), which helps fund and advise on recruitment and training activities for companies that create jobs in the state.

Hepburn and Sons' expansion is also being supported by a $400,000 grant from the Commonwealth’s Opportunity Fund. Opportunity fund grants are awarded to local governments on behalf of a company. The government and company must have a performance agreement in place to receive the grant.
