Tysons Concourse Developer Proposes 1,098-Unit Residential Rezoning Near Spring Hill Metro Station

TYSONS, VA — A developer has submitted plans to Fairfax County to transform a 10.9-acre industrial site on Spring Hill Road into a mixed-use residential project featuring up to 1,098 new housing units.

BE Tysons LLC is seeking to rezone the property at 1593 and 1595 Spring Hill Road from a medium-intensity industrial district to the Planned Tysons Corner Urban District. The site, currently home to two seven-story office buildings known as Tysons Concourse, is located approximately a quarter-mile from the Spring Hill Metro Station.

The proposal outlines a two-phase development. The first phase would consist of 68 townhouses and 22 triplex or "two-over-two" units. The second phase, positioned closer to the Metro station, would add another 40 townhouses and two 21-story multifamily buildings containing up to 968 units.

The project, which aligns with the county’s Transit-Oriented Development goals, would include roughly 30,000 square feet of ground-floor retail and commercial space at the base of the multifamily towers.

"The proposed residential and retail/commercial development aligns with the vision for TOD development at or near Metro Stations, fulfilling the vision for Tysons West," attorney Zachary G. Williams wrote in a statement of justification on behalf of the applicant.

According to the filed plans, the development would provide 3.19 acres of urban and linear parks. A substantial linear park is planned adjacent to the Old Courthouse Spring Branch Stream Valley Park, which borders the property to the west and south.

The application includes a reservation of land for the future extension of Boone Boulevard, a planned infrastructure improvement intended to enhance connectivity in the Tysons West area.

To accommodate the urban design, the developer is requesting several waivers from county standards, including a reduction in the required 200-square-foot privacy yards for rear-loaded townhomes and permission for private streets to be narrower than 24 feet.

Fairfax County staff are currently reviewing the application, with a tentative Planning Commission hearing scheduled for Nov. 18 and a Board of Supervisors hearing on Dec. 8.
