What Fairfax County’s Vote Means For The Prosperity Redevelopment

Fairfax County authorized concurrent site plan review for a Merrifield redevelopment proposing as many as 1,900 homes.

MERRIFIELD, VA — Fairfax County supervisors authorized staff Tuesday to begin reviewing site plans for a proposed redevelopment of the Prosperity Business Park that could bring as many as 1,900 homes to a roughly 41-acre site near the Dunn Loring-Merrifield Metro station.

The concurrent processing authorization allows the site plan review to proceed while the related rezoning and final development plan remain under consideration. The rezoning is scheduled for a Sept. 15 public hearing before the Board of Supervisors.

Providence District Supervisor Dalia Palchik introduced the motion, and Board Chairman Jeff McKay seconded it. The motion passed by voice vote, with no opposition or abstentions heard. Individual supervisors’ votes were not called by name.

What The Board Vote Does

The vote did not approve the proposed development or signal that supervisors will ultimately support the rezoning. Palchik’s motion directs county staff to process site plans associated with rezoning application RZ-2025-PR-00001 and final development plan FDP-2025-PR-00001 concurrently.

The applicants, B9 Sequoia Prosperity Owner LLC and PM Homes Associates LLC, requested concurrent processing to allow work on the site plans to begin before the board decides the zoning applications. County staff did not object, according to the board matter.

“This has been a long process from the SSPA,” Palchik said, referring to the site-specific plan amendment process that preceded the rezoning application. She thanked county staff, the applicants and her office for their work on what she described as an improved application with better pedestrian connections to Metro.

The board approved the site-specific plan amendment for the property in November 2025. That decision changed the Comprehensive Plan guidance to support residential mixed-use redevelopment of the aging industrial and office complex.

Up To 1,900 Homes Proposed

The property, currently developed with industrial flex buildings and surface parking, lies north of Hilltop Road, south of Interstate 66 and along both sides of Prosperity Avenue. The northern portion is about a half-mile from the Dunn Loring-Merrifield Metro station, while the southern portion is about a half-mile from the Mosaic District, according to the applicants’ statement of justification.

The conceptual development plan offers two options for redeveloping the site. One would allow as many as 1,698 homes, including up to 468 townhouses and 1,230 multifamily units. The second would permit as many as 1,900 homes, consisting of up to 332 townhouses and 1,568 multifamily units.

Both options include at least 5,000 square feet of ground-floor nonresidential space. The housing totals include bonus density associated with affordable and workforce dwelling units, according to the applicants.

The first phase outlined in the final development plan calls for 156 single-family attached homes, publicly accessible urban parks, private amenity areas and transportation and streetscape improvements.

The larger redevelopment would organize new residential blocks around Prosperity Avenue and a network of new and existing streets. Proposed transportation improvements include a 10-foot-wide shared-use path on the west side of Prosperity Avenue, an 8-foot-wide sidewalk on the east side and pedestrian connections toward Metro and neighboring properties.

Plans also call for a central green, playground, butterfly garden, gateway parks and other publicly accessible open spaces. The Long Branch stream valley along the western side of the property would be preserved, according to the statement of justification.

The Planning Commission hearing is scheduled for Sept. 9, according to the application affidavit. The Board of Supervisors is scheduled to hold its public hearing Sept. 15.

Board Will Also Vote On Nearly 3,000-Home Metro Proposal

The Board of Supervisors is also scheduled to vote Sept. 15 on a separate proposal that could allow nearly 3,000 apartments near the Dunn Loring-Merrifield Metro station.

That proposal would amend the county’s Comprehensive Plan to allow the 35-acre Merrifield at Dunn Loring Station Apartments property to be redeveloped with up to 2,975 multifamily homes, 25,000 square feet of ground-floor retail, buildings as tall as 150 feet, new parks and an expanded street grid. The property, located between Gallows Road and Interstate 495 south of Interstate 66, currently contains 706 apartments built in 1968.

Unlike the Prosperity Business Park applications, the Merrifield apartments proposal before supervisors is a Comprehensive Plan amendment. Approval would establish new land-use guidance, but the property owner would still need approval of a separate rezoning application before redevelopment could begin.

Taken together, the two proposals envision as many as 4,875 homes near the Metro station. The Prosperity proposal could add up to 1,900 homes, while the Merrifield apartments redevelopment could replace 706 existing units with as many as 2,975 apartments.
