1. Secretary of state challenges Cheyenne council's move to seek annexation referendum ruling (wyomingnews.com) — Cheyenne officials are seeking a court ruling on whether residents can challenge a 3,460-acre annexation tied to Microsoft's proposed data center expansion through the city's referendum process or only in district court. Wyoming Secretary of State Chuck Gray is urging the mayor and council to let the referendum proceed while the city clerk verifies petition signatures. If enough are certified, the annexation would pause and could go to a citywide vote, possibly requiring a special election.
