Supporters say the mandated partnership could streamline services and reduce confusion for unhoused residents, while critics worry about added bureaucracy, costs, and the precedent of forcing local governments to collaborate.

Sacramento-area police departments to launch Blue Envelope Program for vulnerable community members (kcra.com) — Police chiefs from Citrus Heights and neighboring cities are gathering at Citrus Heights City Council Chambers to launch the Blue Envelope Program, aimed at helping residents with disabilities communicate more easily with officers.
