Fremont To Break Ground On 6 Housing Developments This Fall
The developments will bring more than 900 new units for low-income housing, city officials said.

FREMONT, CA — Hundreds of new affordable housing units will soon be coming to Fremont as the city prepares to break ground on six new developments.
City officials say the Arbor View, Canvas Apartments, Capital at City Center, Centerville Plaza Apartments, Fremont Warm Springs, and Thornton & Post developments are breaking ground this fall.
"These six affordable housing developments show what’s possible when the City works toward meeting the ambitious goals outlined in our Housing Element," Fremont Mayor Raj Salwan said in a statement on Monday. "We’ve streamlined our internal processes to work more efficiently—not only meeting the state’s required post-entitlement permit timeline but reducing it by half, allowing us to better support the development of affordable housing for our most vulnerable community members. The new developments will bring 918 new affordable housing units to Fremont, city officials said.
Those units will go to households earning between 20% and 80% of the area median income, city officials said. What that looks like depends on the household size.

Funding for the projects comes from a mix of sources, including tax-exempt and taxable bond proceeds, low-income housing tax credit equity, and state and/or federal funds, city officials said.
"The City is proud to have provided financial support for four of the six developments—an important investment in expanding access to affordable housing," city officials said. "Recognizing the link between housing affordability and addressing homelessness, the City is also prioritizing the expansion of affordable housing as a key component of its Homelessness Response Plan, adopted in 2024."
Fremont expects to create more than 7,000 affordable housing units in the city by 2031, officials said.
