JULIAN, CA — A San Diego County man was arrested in Washington, D.C., after U.S. Capitol Police found a guillotine in the bed of his pickup truck, authorities said. Philan-Tam-Duy Le, 35, of Julian was arrested Tuesday for carrying a dangerous weapon when officers found the guillotine in his truck, according to the U.S. Capitol Police. Officers encountered the pickup shortly after 3 p.m. while it was illegally parked in the 100 block of East Capitol Street, near the U.S. Supreme Court building, police said. Le had driven from California to Washington, D.C., police said. Investigators were reviewing his background to determine why he traveled to the nation's capital. The guillotine was seized by police. No additional information was immediately released.
