Silvia, 34, of Meriden, was charged with second-degree failure to appear.Oct. 3Willian Alvear Sagal, 48, of North Branford, was charged with driving under the influence of alcohol or drugs.Oct. 4Zachary Clinton Dwyer, 28, of North Branford, was charged with disorderly conduct.Elena Sarah Noriega, 21, of North Branford, was charged with disorderly conduct.Police provide all information. Charges are allegations, not convictions. All are presumed innocent unless proven guilty.
