Earl Harris Jr. of East Chicago is warning that the federal rollback of power-plant greenhouse-gas rules could worsen air quality and health risks for communities like East Chicago and Gary. He argues any savings on energy costs may be outweighed by higher healthcare expenses, especially in Northwest Indiana's long‑industrialized neighborhoods already struggling with pollution concerns.
