Bond Denied For On-Duty Officer Charged In Edgewood Woman's Sexual Assault

EDGEWOOD, MD — Bond has been denied for suspended Baltimore City Police Officer Daniel Oxendine who has been accused of raping a woman while on-duty.

Oxendine faces six charges: two counts of first-degree rape; two counts of second-degree rape; two counts of a law enforcement officer engaging in a sexual act with a victim or witness of an investigation; burglary with intent to commit rape; and misconduct in office.

The Harford County Sheriff’s Office announced Oxendine’s arrest Aug. 27. Oxendine made his first court appearance by video inside the Harford County District Courthouse Friday and has a preliminary hearing scheduled for Sept. 25.

He has been suspended without pay by the Baltimore City Police Department.

The investigation started June 3 when Harford County Sheriff's Office detectives were called to a local hospital to meet with a woman in the emergency department who reported she had been sexually assaulted, Patch reportedly previously.

According to court documents, the woman told investigators Oxendine had responded to a domestic altercation involving her ex-boyfriend in Baltimore City. She asked if the officer could give her and her son a ride to their home in Edgewood, Fox 45 News reported. The officer's supervisor gave him permission to drive the woman home, the sheriff's office stated.

The woman asked Oxendine to stop at a liquor store on their way to Edgewood where she bought a bottle of alcohol and a snack for her son, charging documents show.

The woman asked Oxendine to drop her off not near her home so neighbors didn't seen them in a patrol vehicle. After dropping them off, Oxendine then knocked on her door and said he needed to check the apartment to make sure it was safe. Her told her son to leave, according to WBAL.

Charging documents state that Oxendine grabbed the woman by her hair and ordered her to perform a sex act. Then the officer told her to remove her pants, but she said no and was sexually assault, WBAL reported. She told investigators she passed out, woke up later and called 911.

The Harford County Sheriff’s Office was called, and the victim was taken to Greater Baltimore Medical Center for a sexual assault kit exam where forensic evidence, including DNA, was collected and preserved for analysis, the sheriff's office said.

When DNA test results returned conclusively identifying Oxendine as the offender, detectives obtained an arrest warrant. When in custody and questioned about the incident, Oxendine denied the rape allegation and having any physical contact with the woman aside from the original domestic call in which he claimed she grabbed his arm, reports show.

Harford County State's Attorney Alison Healey said she will be prosecuting the case.

“It is a mark on law enforcement for someone to behave like that. He’s innocent until proven guilty but if these facts are proven to be true it is absolutely egregious for law enforcement to act like that,” Healey said after the bond hearing.

Oxendine's attorney Chaz Ball asked the judge to allow his client to be on home detention, citing that he didn't have a criminal history and was married with several children. His wife was in court, reports show. However, the judge denied the request, citing that Oxendine was "a danger to the community based on the allegations and arguments presented during the bond hearing."

Based on information gathered so far, detectives believe Oxendine may have committed similar offenses, the Harford County Sheriff's Office stated.

Investigators are working to identify any additional incidents in which he may have been involved. Detectives continue to review evidence, examine prior reports and coordinate with partner agencies to determine whether other crimes may be connected.
