Harford Co. Teen Killed While Changing Flat Tire On I-695

EDGEWOOD, MD — A 17-year-old Harford County boy changing a flat tire on a vehicle broken down on the outer loop of I-695 was hit and killed by a passing vehicle early Sunday morning.

According to the Maryland State Police, the 17-year-old Edgewood boy was pronounced dead at the scene by emergency workers. He was one of three passengers in a Lexus IS that had the flat tire.

The driver of the Lexus, identified as Kyeahle Lamerah Armstead, 18, of Baltimore, was taken to a local hospital for treatment. No other injuries were reported at the scene by the other individuals in the vehicle.

Maryland state troopers were called to the area of outer loop I-695 east of southbound I-83 in Baltimore County for a report of a pedestrian-involved crash shortly before 1:30 a.m.

The preliminary investigation indicates that the Lexus IS had broken down in the far right lane. The teen from Edgewood was outside the vehicle attempting to change the vehicle’s tire when a Honda Accord hit the rear driver's side of the Lexus and then fatally hit the teen, according to the Maryland State Police.

The driver of the Honda remained at the scene. Police believe the Lexus had its hazard lights activated at the time of the crash.

The road was shut down for approximately three hours. The Maryland State Police Crash Team is leading the investigation. The teen's identity has not been released yet by authorities.
