Wes Moore dropped into Cocineros for an hour-long chat with owner Carlos Alvarado about small businesses and community philanthropy. Moore sampled empanadas, tried his hand in the kitchen, and impressed staff by switching to Spanish, leaving Alvarado with high praise for the governor's approachable style and hopeful outlook.
