Man From Washington NH Faces Second Driving Under The Influence Charge: Concord Police Log

CONCORD, NH — Joel Francis Barlow Jr., born in 1987, of Belmont, was arrested at 2:20 a.m. on Oct. 5, 2026, on two theft by unauthorized taking charges, felonies, due to two prior convictions, and two willful concealment charges. He was arrested after incidents or investigations at Dick’s Sporting Goods on Loudon Road and Marshalls at 80 Storrs St. Also arrested at 9:47 p.m. on Oct. 4 on theft and willful concealment charges after incidents or investigations at Dick’s and Marshalls was Samantha Donahue, born in 1986, of Tilton.

Stacey M. Young, born in 1983, of Concord, received a summons at 9:07 p.m. on Oct. 3 on theft by unauthorized taking-less than $1,000 and willful concealment charges after an incident or investigation at the Hannaford supermarket at 73 Fort Eddy Road.

Scott K. Seeley, born in 1953, of Hooksett, received a summons at 8:10 a.m. on Oct. 2 on conduct after an accident and two driving after revocation or suspension charges as well as an unsafe lane change violation after an incident or investigation at 20 Loudon Road.

Tyler David Collette, born in 2002, of Manchester, was arrested at 8:48 p.m. on Sept. 30 on a driving under the influence charge after an incident or investigation on Loudon Road.

Heather J. O’Brien, born in 1996, of Concord, received a summons at 11:30 a.m. on Sept. 25 on a criminal trespass charge after an incident or investigation at the vacant lot at 203 N. Main St. in Concord, formerly Friendly’s.

Meghan Kathryn Crete, born in 1986, of Weare, was arrested at 2:01 a.m. on Sept. 5 on driving under the influence, domestic violence-simple assault, and simple assault charges. She was arrested after an incident or investigation on Clinton Street.

Justin Provencher, born in 1988, of Concord, was arrested at 12:04 a.m. on Sept. 5 on two warrants after an incident or investigation at Fort Eddy Road.

Mark Richard Thompson, born in 1969, of Concord, was arrested at 10:55 p.m. on Sept. 4 on a bench warrant after an incident or investigation at Home Depot at 42 D’Amante Drive.

Jessie M. Guay, born in 1988, of Washington, was arrested at 7:56 p.m. on Sept. 4 on driving under the influence-second offense charge and a transporting alcohol or marijuana violation after an incident or investigation at 47 Fisherville Road.

Steven Joseph Hamel Jr., born in 1987, of Concord, was arrested at 2:10 p.m. on Sept. 4 on a driving after revocation or suspension-subsequent charge. He was arrested after an incident or investigation on North State Street.

Travis James Larose, born in 1989, of Concord, was arrested at 10:06 p.m. on Sept. 2 on criminal threatening-deadly weapon, endangering the welfare of a child, and resisting arrest charges. He was arrested after an incident or investigation at the Concord Gardens apartment complex.
