CONCORD, NH — The Atlantic Chapter of the Association of Public-Safety Communications Officials honored two members of New Hampshire 911 last month for their work in public safety communications.

Chief of Public Safety Answering Point Operations Debbie Bray was named the Atlantic Chapter’s 2026 Director of the Year, and telecommunicator Martha “Marti” Dennerly was named 2026 Telecommunicator of the Year. The Atlantic Chapter presented the awards during its fall conference in Parsippany, New Jersey, according to the New Hampshire Department of Safety’s Division of Emergency Services and Communications, commonly known as New Hampshire 911.

Bray leads the state’s two 911 call centers, which answer emergency calls from across New Hampshire. She is responsible for the overall direction and management of the centers, including staffing, policies and procedures, employee development, planning, and ensuring the state’s 911 system is prepared to serve residents and visitors around the clock.

The Director of the Year award recognizes an individual responsible for the daily direction of a public safety communications center, including budgeting, program goals, policies and procedures, and employee evaluation and development.

Dennerly has served as a New Hampshire 911 telecommunicator since 2003. In addition to answering emergency calls, she serves as a communications training officer and is a member of the division’s Quality Assurance Team.

The Telecommunicator of the Year award recognizes a front-line dispatcher or call taker serving a police, fire, EMS or public safety answering point agency. According to the department, Dennerly helps mentor and guide new telecommunicators entering the profession and helps maintain standards for the handling of emergency calls.

“Deb and Marti represent two different but equally important parts of our 911 system,” DESC Director Mark E. Doyle said. “Deb’s leadership has helped shape and strengthen our 911 call centers, while Marti’s experience and dedication are evident every day on the 911 floor and in the telecommunicators she helps train. We are incredibly proud to see both of them recognized by their peers across New England.”

Earlier this year, DESC also recognized Dennerly as the division’s Telecommunicator of the Year. The Atlantic Chapter of APCO represents public safety communications professionals throughout the six New England states. Its annual awards recognize individuals who demonstrate outstanding performance, professionalism and service within the public safety communications field.

DMV Mailing Notices On Unresolved Out-Of-State Driver Records

New Hampshire residents may soon find a letter from the Division of Motor Vehicles in their mailbox if they have an unresolved driver matter in another state.

The New Hampshire Department of Safety said the notices are tied to the state’s entry into a national record-sharing system that now alerts the DMV to pending out-of-state court defaults, convictions, suspensions, and other driver issues. In August, the state joined with 43 other states in the American Association of Motor Vehicle Administrators Driver History Record platform. According to the Department of Safety, the system allows real-time and historic electronic transfers of driving records among states, replacing paper-based exchanges and reducing delays.

As participating states upload historical records, the New Hampshire DMV is being notified when a New Hampshire resident has an unresolved matter elsewhere. Under NH RSA 263:56-G, the DMV must notify the license holder that a driver’s license may be suspended or revoked 30 days from the date of notification unless the driver requests an administrative hearing before the action takes effect.

The Department of Safety said the DMV has issued more than 700 notification letters so far. More notices are expected in the coming months as additional states continue uploading older records into the system.

The agency said residents should not assume the flagged issue is recent. According to the guidance, matters identified through the Driver History Record system may be recent or may have happened decades ago.

Drivers who receive a notice must contact the specific state DMV listed in the letter to address the underlying issue. The New Hampshire DMV said it cannot clear or resolve violations, tickets, or court matters from another state.

State guidance says residents must resolve the out-of-state matter within 30 days of the New Hampshire DMV receiving notification to avoid a suspension of their New Hampshire driving privileges. The notice also advises drivers to request an administrative hearing before a suspension or revocation takes effect, following the instructions included in the letter.

Residents who want to verify that a notice is legitimate, ask about their New Hampshire driver status or pay any applicable license restoration fees can contact the New Hampshire DMV at 603-227-4010. The DMV said the mailing process will continue over the next several months as more historical records are added to the national platform.
