NEW YORK, NY — The Department of Buildings is about to begin enforcement on a city mandate passed nearly two decades ago that will force thousands of New York City business owners to replace their traditional, solid steel roll-down security gates.

Starting July 1, 2026, most commercial storefront gates must provide at least 70% visibility of the area they cover while closed. The mandate, known as Local Law 75, was originally passed in 2009 with a lengthy 17-year phase-in period meant to minimize the financial shock to small businesses.

Local Law 75 requires security gates on buildings classified under occupancy groups B (Business) and M (Mercantile) to adhere to the transparency standard. The primary goals are twofold: improving neighborhood safety by allowing first responders to see inside a premises during an emergency without breaching the gate, and boosting sidewalk lighting and visibility to deter crime and graffiti.

For business owners, non-compliance means facing OATH summonses, which often carry significant fines and still ultimately require the replacement of the illegal gate.
