(upperdarbynow.com) — Delaware County Council Chair Richard Womack repeatedly missed payments on more than $18,000 in delinquent taxes tied to his home on Greenhill Road in Swarthmore, yet the county Tax Claim Bureau never enforced his installment agreement. The investigation raises questions about whether Womack received special treatment and whether county officials followed state law while residents faced multiple property tax hikes.
