Arlington Man Sentenced After Trying To Destroy Child Exploitation Evidence

An Arlington man was sentenced to federal prison for exploiting minors and trying to destroy evidence.

ARLINGTON, VA — An Arlington man who barricaded himself inside his apartment and urinated on his laptop in an attempt to destroy evidence during an FBI search has been sentenced to nearly 19 years in federal prison.

Stephen Chadwick Howell, 25, was sentenced Wednesday to 18 years and 10 months in prison after pleading guilty to coercion and enticement of a minor to engage in illegal sexual activity and destruction or removal of property to prevent search or seizure, according to the U.S. Attorney's Office for the Eastern District of Virginia.

According to prosecutors, Howell engaged in sexually explicit online conversations with at least three minors between May 2023 and May 2025. He misrepresented his age to some victims, sent sexually explicit images of himself, solicited sexually explicit images from minors, and met at least one victim in person, where he engaged in sexual activity and produced explicit photos and videos that he later distributed to the victim. Prosecutors said he also sent money to a 16-year-old in exchange for sexually explicit images, which investigators later recovered from his cellphone.

Investigation Led To Nine-Hour Standoff

The sentence follows an FBI investigation that culminated in a search warrant at Howell's Arlington residence on May 7, 2025.

As Patch previously reported, agents arrived to execute the warrant after tracing child sexual abuse material shared through an online messaging platform to Howell's residence. According to the criminal affidavit, investigators linked Howell to online accounts that exchanged child sexual abuse material and conversations about grooming minors.

Rather than surrendering when agents arrived, Howell retrieved two kitchen knives and barricaded himself inside his bedroom, leading to a nine-hour standoff, prosecutors said.

During the standoff, Howell urinated on his laptop in an apparent attempt to prevent investigators from accessing its contents. FBI technicians were later able to partially repair the computer and recover child sexual abuse material from the device.

According to court records, Howell had also communicated online with an individual in Brooklyn, New York, between January 2023 and January 2024 about their shared interest in child sexual abuse material. Prosecutors said Howell distributed explicit images of minors, sought advice about grooming children online, including what age to claim to be, and asked for help rebuilding his collection after deleting it.

The FBI Washington Field Office's Child Exploitation and Human Trafficking Task Force investigated the case with assistance from the FBI's New York Field Office. Assistant U.S. Attorneys Laura D. Withers and Lauren Halper prosecuted the case.
