Accused Drug Trafficker Ran Narcotics Through Loudoun County Warehouse: FBI

A man arrested on Monday shipped drugs through Loudoun County to sell throughout the Washington metro area, investigators say.

LOUDOUN COUNTY, VA – A man has been arrested in connection with an operation to traffic kilograms of cocaine, fentanyl and other illegal drugs through Loudoun County to the wider Washington Metropolitan area.

According to court documents, Reza Romeo Keyhan, who prosecutors say also went by “Rob” and “Rob Hood,” was arrested on Monday after a years-long investigation into an international drug smuggling organization.

According to an FBI affidavit in the case, the FBI, the Drug Enforcement Administration and other agencies have been investigating an international drug smuggling operation in the area since 2023. Investigators believe Keyhan is involved in it.

In an FBI affidavit, investigators accuse Keyhan of using a Forward Air Freight warehouse in Sterling to receive drugs. Specifically, they say Virginia State Police were tipped off to a shipment to the warehouse in October 2024. When the shipment was searched, the FBI says it contained 12 kilograms of cocaine and more than 30,000 fentanyl pills, as well as other drugs, from California.

In 2023, according to investigators, Keyhan deposited $90,000 with an undercover officer, believing he was laundering drug trafficking money. Investigators also say Keyhan sold cocaine and fentanyl to an undercover officer in 2024.

The affidavit also claims Keyhan’s iCloud storage contains multiple photos and videos of drugs and Keyhan with drugs, including photos taken in Woodbridge, VA.

Keyhan allegedly told a cooperating defendant that he had Woodbridge “locked down,” in terms of controlling the drug business there.

Prosecutors also allege that, although Keyhan had no registered source of income, more than $650,000 flowed through a bank account he operated through a shell company between August 2023 and September 2025.

A man with the same name and birthdate as Keyhan was arrested in Fairfax County for driving without a license in 2017.

Keyhan is currently in custody and accused of conspiracy to distribute cocaine and fentanyl.
