George Govan Is New Deputy Loudoun County Administrator

George Govan is New Deputy Loudoun County Administrator

George Govan has been appointed as a deputy Loudoun County administrator, County Administrator Tim Hemstreet announced today. Govan was promoted to this position following a nationwide recruitment. His appointment is effective July 2, 2026.

Govan has been serving as an acting deputy county administrator since November 2025. His service with Loudoun County began in 2023, when he was selected as the director of the Department of Finance and Procurement.

Prior to joining Loudoun County, Govan served as chief financial officer of the US AbilityOne Commission. He also served in multiple executive and senior leadership roles at the U.S. Department of Veterans Affairs, the Transportation Security Administration and the Railroad Retirement Board. During his career in the United States Air Force, Govan served as a financial management officer in progressively responsible positions until his retirement as a lieutenant colonel in 2011.

“I am very pleased to have George join the Office of the County Administrator’s senior leadership team on a permanent basis,” said Hemstreet. “During his time with the county, he has demonstrated exceptional ability and leadership.”

Govan holds a bachelor’s degree from the University of Mary Hardin-Baylor, a master’s degree from Troy University and a doctorate of education from The George Washington University.

As a deputy county administrator, Govan will join other members of the Office of the County Administrator in directing and supervising the day-to-day operations of Loudoun County departments and agencies that are under the direct control of the Board of Supervisors. The office also serves as the Board of Supervisors’ official liaison to the constitutional officers, the judiciary, and state and regional agencies.
