Fairfax Man Sentenced For Attacks On Two Loudoun Jail Deputies

Shane David Lucas, 23, was sentenced after pleading guilty to charges stemming from attacks on two Loudoun jail deputies.

LOUDOUN COUNTY, VA — A Fairfax man was sentenced Oct. 22 to 10 years and six months in prison for attacks on two Loudoun County jail deputies, according to the Loudoun County Commonwealth’s Attorney’s Office.

Shane David Lucas, 23, pleaded guilty to four charges stemming from attacks a year apart at the Loudoun County Adult Detention Center, court records show. Prosecutors said he was being held on unrelated charges when the attacks occurred.

Judge James E. Plowman imposed a 27-year sentence with 16 years and six months suspended, conditioned on successful completion of five years of supervised probation, according to the office’s Nov. 2 release. Lucas also must register as a sex offender.

Deputies Attacked A Year Apart

On May 16, 2025, Lucas approached a deputy from behind during a security check and exposed his genitals, prosecutors said. When the deputy tried to remove him from the housing pod, he refused, assumed a fighting stance and punched her several times, knocking her down, according to the release.

Lucas then kicked and stomped the deputy until she brought him to the ground and held him until other deputies arrived, prosecutors said.

Court records show Lucas pleaded guilty to malicious bodily injury to a law enforcement officer and a misdemeanor listed in the court system as “simulated masturbation.” The prosecutor’s release describes the misdemeanor as obscene sexual display.

On May 16, 2026, Lucas grabbed another deputy's buttocks and struck her several times in the face during a security check, prosecutors said. She maintained her balance and restrained him.

Lucas pleaded guilty to assault and battery of a law enforcement officer and sexual battery in that attack, court records show.

Sentence Exceeded Guidelines

According to prosecutors, Plowman exceeded sentencing guidelines recommending an active term between two years and seven months and six years and seven months. The judge cited the need to protect correctional officers in explaining the sentence.

Court records also show a separate misdemeanor assault and battery case involving an alleged June 3, 2026, offense. Lucas appealed a General District Court guilty finding and 25-day sentence. A jury trial is scheduled for Jan. 19, 2027, in Loudoun Circuit Court, where no final disposition is listed.
