Stafford Seeing Engineering Firm for $3.1M Stone House Road Bridge Replacement Project

STAFFORD, CT — Stafford officials are seeking a consulting engineering firm to provide construction inspection services for the planned replacement of the Stone House Road bridge over Roaring Brook.

The town issued a request for qualifications for inspection services during the 2027-28 construction period for Bridge No. 04438, also identified as State Project No. 0134-0155.

The estimated construction cost for the bridge replacement is approximately $3.1 million, according to the town.

The selected consulting firm will be evaluated on technical competence, its capacity and ability to complete the work within the required timeframe, past performance and familiarity with federal, state and Stafford procedures. The inspection fee will be negotiated on a cost-plus basis.

The town said interested firms must have adequate staffing and meet Stafford, state and federal affirmative action and equal employment opportunity requirements.

Applicants must submit a letter of interest, information about the firm and proposed subcontractors, a company brochure, a current federal GSA Form 330, relevant experience and resumes of key personnel.

The submission also must include a detailed description of the firm's proposed organizational structure and clearly identify any subcontractors and relationships involving parent or subsidiary firms.

Personnel responsible for the project must hold a valid Connecticut professional engineer's license or NICET Level 3 or Level 4 certification in transportation/highway construction.

Questions about the request for qualifications must be submitted electronically to First Selectman William Morrison at firstselectman@staffordct.gov by 4:30 p.m. Oct. 7. The town said questions and answers will be posted on its website, with answers due by 4:30 p.m. Oct. 14.

Letters of interest must be postmarked by a U.S. Post Office if mailed, or received at the Office of the First Selectman if hand-delivered, no later than 10 a.m. Oct. 21. Late submissions will not be considered.
