Authorities Identify MoCo Man Fatally Shot By Police At Bus Stop

State investigators identified the man killed as 46-year-old Elliott Powers, of Rockville.

MONTGOMERY COUNTY, MD — The man fatally shot in Gaithersburg over the weekend by police was identified Tuesday as Elliott Powers, a 46-year-old Rockville resident.

Preliminary findings indicate officers with the Gaithersburg City and Montgomery County police departments spoke to Powers "for several minutes" before the shooting unfolded.

The details were published in a release from the Independent Investigations Division of the state Office of the Attorney General.

Officers Identified

A total of six officers are linked to the shooting. County officers were identified as Michael Wengloski, Andrew Hanko and Robert Bullock. They have been with the department for 12.5, eight and seven years, respectively.

The Gaithersburg City officers include Noah Whelan and Carissa Fortin, who have been with the department for five and 8.5 years, respectively. Sergeant Christopher Leach, a 14-year veteran, was also identified in the case.

Investigators said all officers were fitted with body-worn cameras and that footage may be released within 20 days.

What Happened?

Officers with the Gaithersburg City Police and Montgomery County Police departments both responded Sunday to a report of an armed man near the Montgomery Village Plaza shopping center around 6:45 p.m.

A caller told authorities that they witnessed Powers loading a gun at a bus stop.

Montgomery County Police initially said officers were prompted to fire their service weapons after Powers "took actions." He was pronounced dead at the scene and the handgun was later recovered by investigators.

No other individuals were injured in the incident.

Officers involved in the shooting are on administrative leave, pending the investigation.
