The council approved the change order Oct. 12, bringing the Black Rock Enterprises contract to about $3.56M.
EAST BRUNSWICK, NJ — The Township Council approved a $532,815 increase to the township’s 2026 road paving contract on Monday, Oct. 12. The change adds water main work, new sidewalk and road repairs at several spots around town.
The increase raises the contract with Black Rock Enterprises, LLC, from $3,027,911.45 to $3,560,726.45. That is about 17.6 percent more than the original amount. The township first awarded the contract April 13, 2026.
The council approved the change order as part of its consent agenda.

The resolution says the extra money covers added construction work and changes in asphalt and fuel prices. The added work includes:
- Milltown Road: water main work and paving
- Independence Drive and Pilgrim Run: water system improvements
- Riva Avenue: paving over a water main repair
- Municipal Complex: new sidewalk work
Several of the additions pair paving with water work.

State rules cap change orders at 20 percent of the original award, and this one stays under that limit. The township’s chief financial officer certified that money for the added work is available in existing capital accounts, the resolution states.
The township has not said how much of the increase goes to each location, how much comes from higher asphalt and fuel prices, or when the added work will be finished.
