Annual Funding Battle Ends For NYC Libraries
Mayor Zohran Mamdani says the budget ends annual negotiations and gives libraries three years of stability to plan.
NEW YORK, NY — Mayor Zohran Mamdani announced the Fiscal Year 2027 Executive Budget will permanently baseline $31.7 million for New York City’s three public library systems.
The change applies to the Queens Public Library, Brooklyn Public Library and New York Public Library and shifts the funding from annual negotiation to a permanent budget line.
The Executive Budget places total library funding at nearly $530 million, up from $491.4 million in the Preliminary Budget. Library spending accounts for just under 0.5 percent of the city’s $124.5 billion budget.

“For too long, library funding has been treated like a political bargaining chip and fought over every single year,” Mayor Zohran Kwame Mamdani said. “That cycle ends with this budget.”
He added, “Libraries are where New Yorkers study, look for work, learn to read, cool off during heatwaves and build community.”

The city’s three library systems operate more than 200 branches and report more than 37 million visits annually. The institutions provide internet access, job training, literacy programs, ESL classes, cooling centers and other services.
Queens Public Library President Dennis M. Walcott, Brooklyn Public Library President Linda E. Johnson and New York Public Library President Anthony W. Marx said the funding shift strengthens long-term planning.
“We are deeply grateful to Mayor Mamdani for restoring and baselining library operating dollars in the FY27 Executive Budget,” they said. “This is a win for all New Yorkers.”
They added that the change allows libraries to maintain programs and services while improving operational stability across the system.
