Fredericksburg Sets New Priorities That Could Shape City Spending Through 2029

A newly adopted plan will help guide city budgets, services and projects over the next three years, with progress reports for residents.

FREDERICKSBURG, VA — A new three-year plan adopted by the City Council could influence how Fredericksburg spends taxpayer money, manages city services and plans for future growth.

The city's 2026-2029 Council Priorities and Implementation Plan outlines where local leaders intend to focus staff time and financial resources, including economic development, environmental sustainability and community well-being.

Unlike a general list of goals, the plan is designed to influence annual budget decisions and establish steps city employees can take to advance the council's priorities.

What The Plan Means For Residents

The priorities are organized around nine long-term goals reflecting the council's vision for Fredericksburg.

According to city officials, the plan addresses several areas that affect residents, including:

  • The local economy: Guiding decisions intended to support Fredericksburg's economic future.
  • Community well-being: Identifying ways to improve residents' quality of life.
  • Culture and history: Supporting the city's cultural and historic identity.
  • Climate and the environment: Incorporating environmental sustainability into long-term planning.
  • City spending and services: Helping determine how staff and financial resources are allocated.

The plan also connects the city's immediate priorities with its broader vision for Fredericksburg in 2050.

While the priorities establish a framework for future decisions, adopting the plan does not automatically approve individual projects or guarantee funding for specific initiatives.

How Residents Can Track Progress

City officials said the implementation plan includes steps intended to turn the council's goals into action.

Staff will provide multiple updates annually to the City Council and the public, allowing residents to see which priorities are advancing and where additional work may be needed.

"It also gives our residents a transparent way to see what we are working toward, how we are allocating resources and how we are making progress," Mayor Kerry Devine said in a statement.

The council developed the priorities after spending two days in June reviewing previous goals, evaluating accomplishments, and identifying areas that need continued or expanded attention.

City staff then drafted an implementation plan, which council members reviewed and refined in August before its adoption.

Fredericksburg has used a similar priority-setting process for about a decade, allowing successive councils to establish new goals while continuing work on longer-term initiatives.

City Manager Tim Baroody said the latest plan is intended to connect the council's long-range vision with everyday government operations.

"This is more than a list of goals," Baroody said. "It is a working document that connects Council's 2050 Vision with the work of City staff."
